MINUTES OF THE CITY COUNCIL MEETING OF JANUARY 14, 2008.
The minutes of the regularly scheduled Monticello City Council Meeting of January 14, 2008 held in Council Chambers of the Municipal Building in Monticello, Piatt County, Illinois.
Meeting convened at 7:00 P.M.

City Clerk Fruendt opened the meeting. Clerk Fruendt entertained a motion to elect a Mayor Pro-Tem in the absence of Mayor Mitze. A motion was made by Alderman Hiller, seconded by Alderman Kuetemeyer to nominate Alderman Corrie as the Mayor Pro-Tem. Motion Carried.
Mayor Pro-Tem Corrie led the Council in the Pledge of Allegiance.
A motion was made by Alderman Hiller seconded by Alderman Brown to approve the City Council minutes of November 26, 2007 and December 10, 2007, the Claims Report of January 14, 2008, the Budget Report ending November 30, 2007, the Police Report for December, 2007, the Monthly Permit Report for December, 2007, the Treasurer and Investment Reports for November 30, 2007 and the Monticello Fire and Rescue 2008 Training Schedule. Motion Carried
Mayor Pro-Tem wanted to recognize Kirby Hospital for receiving the Summit Award, which is an honor to receive. Also, Monticello High School received word from their testing and achievement scores they were mentioned in U.S. News and World Report being ranked at 9% in the nation.
Alderman McHale wanted to thank everyone for all the cards and letters he received on the passing of this father.
A motion was made by Alderman Kuetemeyer, seconded by Alderman McHale to approve Ordinance 2008-01, Eminent Domain Heartland Pathways- WWTP to County Farm Road. Motion Carried.
A motion was made by Alderman Hiller, seconded by Alderman Brown to approve Ordinance 2008-02, Eminent Domain Heartland Pathways- Appletree Access to Route 47. Motion Carried.
A motion was made by Alderman McHale, seconded by Alderman Vanderkloot to approve Ordinance 2008-03, GIS Agreement with Piatt County. Motion Carried.
A motion was made by Alderman Vanderkloot, seconded by Alderman McHale to approve Ordinance 2008-04, Sale of Surplus Equipment. Motion Carried.
A motion was made by Alderman Vanderkloot to appoint Christopher Pokorny as a volunteer fire fighter, seconded by Alderman Brown. Motion Carried.
Alderman Hayes wanted to remind everyone of the adult volleyball at Lincoln School. You have to be at least sixteen years old and the cost is $1.00. The holiday house winners were Kevin Buck, Tony and Keri Thomas and Jim and Ann McIntosh. In the coloring contest, the winners were Trevor Fox, Luke Dubson, and Kennedy Ludwig Smith. We will be talking about the swimming pool at later date.
Alderman Corrie announced he received a call from Brian Houska letting him know the Baking Fools will be open on Mondays for lunch from 11:00 A.M. to 1:00 P.M. Corrie wanted to let everyone know the Farm Bureau breakfast is on February 5th. The new owners of McDonald’s are Jack and Gail Millian. Also, there is a new business in town called the Accent Home Improvement owned by Chris Oberheim.
Alderman McHale commented on how well the alley project turned out.
Student Advisor King stated the Thespian’s are having a play on January 26th and 27th in the high school auditorium. The play is the Wizard of Oz. All proceeds made will be donated to the Taylor Brown fund to help pay for her medical bills. There will be audience participation. Both teams of the 7th and 8th grade boys and girls teams won their conference games.
In Superintendent Allsop’s report, the city received some foul weather lately but we were fortunate here we did not receive a direct hit a result of the river. We are all right with the river being up unless we also have a tremendous amount of rain along with it. Superintendent Allsop wanted to remind all smokers to be careful of where they throw their cigarettes. Someone threw one into the straw bales at County Market and started a fire. The Varner ditch and the detention project are on hold till the weather breaks. Troy Arney got hurt working on the wastewater treatment plant project and had to have surgery. He should be back next week working in a supervisory capacity so the project can be completed. Allsop said he is working on the budget already and hopes to have some meetings in February. The city is also working on the MFT using ESCA’s help. In using ESCA we are hoping to start the oil and chip projects by June.
In the public participation, Bernadine Stake, a board member of Heartland Pathways wanted to speak to the council about the approval of Ordinance’s 2008-01 and 2008-02. Mayor Pro-Tem Corrie explained to her the council couldn’t discuss it with her since now it is in litigation. Maynard Suhre presented a hand out of a proposed ordinance for a vehicle limit sign. Steve Schreffler is a neutral third party and disagrees on not letting Ms. Stake talk in public participation. David Monk wanted to speak but Alderman Kuetemeyer told him it would not be wise for him to say anything at this time. Kuetemeyer says it is up to the attorneys now. Heartland Pathways board member Susan Taylor spoke also. Mayor Pro-Tem Corrie told Bernadine Stake he was sorry not letting her talk but if she still wanted to say something it was up to her.
A motion was made by Alderman Hayes, seconded by Alderman McHale to adjourn at 7:44 P.M.
