MINUTES OF THE CITY COUNCIL MEETING OF NOVEMBER 26, 2007.
The minutes of the regularly scheduled Monticello City Council Meeting of November 26, 2007 held in Council Chambers of the Municipal Building in Monticello, Piatt County, Illinois.
Meeting convened at 7:00 P.M.

Mayor Mitze led the Council in the Pledge of Allegiance.
A motion was made by Alderman Hiller seconded by Alderman Brown to approve the Economic Advisory Committee Meeting minutes of November 7, 2007, the City Council minutes of November 13, 2007, the Claims Report of November 26, 2007, and the Budget Report ending October 31, 2007. Motion Carried
Mayor Mitze stated the city would have a couple of vehicles in the Christmas Parade on December 1st. If anyone on the council is available to ride in the vehicles meet at the high school around 11:15 A.M. Also don’t forget the Country Store on December 1st sponsored by the American Legion. It opens at 5:00 P.M.
Alderman Corrie asked Superintendent Allsop if he has heard anything about the wireless. Allsop responded by saying he has nothing new to report.
Alderman Kuetemeyer asked about how the negotiation was going with Ed Williams and his wife regarding the yellow building. Superintendent Allsop stated he has been meeting with Ed and Ed had agreed upon a price, which is in your correspondence. We have gone as far as we can go without a master plan. The master plan will take time. Ed would like to close by the end of the year.
The city recognized the following volunteer firefighters with a certification from the State of Illinois for taking classes attaining the rank of Volunteer Firefighter II: Jeremy Dunlap, Adam Barton, Brandon Dubson, Brett Baker, Bryce Dubson, and Leighton Ewers. Chief Rick Dubson explained to the council and public on what the firefighters had to do to attain this rank. Alderman Vanderkloot presented the certificates to the firefighters.
A motion was made by Alderman Corrie, seconded by Alderman Hayes to approve Ordinance 2007-61, An Ordinance Authorizing the Acquisition of Part of the Former Illinois Central Railroad Company Right-of-Way Located Between Railroad Street and County Farm Road. Motion Carried.
A motion was made by Alderman Corrie, seconded by Alderman Hiller to approve Ordinance 2007-62, An Ordinance Authorizing the Acquisition of Part of the Former Illinois Central Railroad Company Right-of-Way Located Between Applewood Drive and Old Route 47. Motion Carried.
A motion was made by Alderman Hiller, seconded by Alderman Hayes to approve Ordinance 2007-63, An Ordinance Levying Taxes For All Corporate Purposes For the City of Monticello, Piatt County, Illinois For The Fiscal year Commencing On May 1, 2007 Ending on April 30, 2008. Motion Carried.
A motion was may by Alderman Hayes, seconded by Alderman Corrie to approve Ordinance 2007-64, An Ordinance For the Levy And Assessment of a Tax For The Fiscal Year Commencing on May 1, 2007 Ending on April 30, 2008, For Special Service Area Number Two of the City of Monticello, Piatt County, Illinois. Motion Carried.
Alderman Hayes wanted to remind everyone December 7th is the last day for brush drop off. The Christmas Parade is December 1st at 11:30 A.M. The Recreation Department has opened up the adult gym volleyball. The cost is $1.00. Also, the Recreation Department is sponsoring a Holiday Craft Day, Coloring Contest for the children and a Holiday House Contest. More information can be found on the city web sight or at the municipal building. The Coloring Contest is due by December 10th. On December 11th at 11:30 A.M., the Recreation Department is sponsoring an Identity Theft and Consumer Fraud informational meeting. Register to attend at the municipal building. Wanted to thank Kelly Skinner along with the high school interact group for putting water seal on the gazebo at Burke’s Park.
Alderman Kuetemeyer had solicitated anyone with ideas for the yellow building to let him know their thoughts. He wanted to thank them for the comments he received.
Alderman Corrie announces the Boka Shoppe was in its new location on Market Street. Don’t forget lunch with Santa starting on December 1st. The chamber still needs help on Saturday night to make PBJ sandwiches. Also, Mediacom is adding new channels.
Alderman Vanderkloot had questions on the garbage trucks putting all the recyclables in the same truck and not sorting them. He has also had people calling him about the same situation. Superintendent Allsop explained yes they are filling a garbage truck with the recyclables, but then they are taking it to Clinton and there are people at that facility that will sort them for recycling. Allsop did state that if anyone does see them put actual garbage with the recyclables to let the city know.
Student Advisor King stated there were three weeks left till finals. The Madrigal Dinner is scheduled for December 7th and 8th. Brent Rhodes was in the top 20 in the state. Girl’s basketball started. The yearbook staff will be selling ads so please help them out. Kyle Dooly signed with the University of Illinois in wrestling.
In Superintendent Allsop’s report, he stated Congressman Johnson agreed to submit the re-written legislation removing the “designated truck route” language. We received word from IDOT they will accept a WB-50 intersection design and will not require Washington Street to be widened if we resurface the street. Regarding the Amoco Station, I have contacted an employee at Circle K and they hope to track down some real estate folks for me. Just a reminder the Snow Route will be in effect after two inches of snow. We talked to an engineer firm to give us an idea of where they think a road should be located on the east side of town. This road would be a north south road.
In the public participation, David Monk wanted to thank the council for working with Heartland Pathways over the years.
