MINUTES OF THE CITY COUNCIL MEETING OF MARCH 10, 2008.

 

 

The  minutes of the regularly scheduled Monticello City Council Meeting of March 10, 2008 held in Council Chambers of the Municipal Building in Monticello, Piatt County, Illinois.

 

Meeting convened at 7:00 P.M.

Mayor Mitze led the Council in the Pledge of Allegiance

 

A motion was made by Alderman Hiller seconded by Alderman McHale to approve the City Council minutes of February 25, 2008, the Executive Session minutes of February 25, 2008, the Council Study Session minutes of March 3, 2008, the Claims Report of March 10, 2008, the City Monthly Permits for February 2008, Historic Preservation Commission minutes of January 7, 2008 and February 4, 2008, the Treasurer’s Report of January 31, 2008, the Investment Report of January 31, 2008 and the Police Report for February 2008.  Motion Carried

 

The Mayor read a Proclamation for the Women’s Club of Monticello.  March 19th the club will celebrate their 115th anniversary.  Mayor Mitze proclaimed March 19, 2008 Women’s Club of Monticello Day.

 

Alderman McHale asked about the generator at the wastewater treatment plant.  Terry Summers responded for the city by saying there was just a few more things to be done.

 

A motion was made by Alderman Corrie, seconded by Alderman McHale to approve Ordinance 2008-08, An Ordinance Approving the Final Plat Jefferson Grove II an Addition to the City of Monticello, Piatt County, Illinois.  Motion Carried.

 

A motion was made by Alderman McHale, seconded by Alderman Corrie to approve Ordinance 2008-09, An Ordinance Regulating Traffic in the Jefferson Grove Subdivision.  Motion Carried.

 

Terry Summers of the city explained to everyone about the east detention basin ditch.  He explained all landowners but one were willing to sign an easement to let the city improve the storm water drainage closing the existing open ditch.  This will be done by installing pipe and covering the ditch.  Due to the one landowner not willing to sign an easement the area had to be redesigned.  Mr. Summers said the Millington’s landowners in that area was present if the council would want to ask them questions.  A motion was made by Alderman Allman, seconded by Alderman Brown to approve Resolution 2008-10, A Resolution Approving Purchase of Materials and Appurtenances for the East Detention Basin (600 East) Ditch and Colfax Street to Chase Street (700 East) Ditch Improvements.  Motion Carried.

 

Steve Shreffler wanted to approach the council stating he was the one landowner not signing the easement for the city.  He met with city and Mayor Mitze for two and half hours last Wednesday to discuss the ditch.  Mr. Shreffler said he had been waiting for six months to have a meeting and never heard anything until last Wednesday.  Mr. Millington responded by saying he had been gone and just got back at 3:00 P.M. today and met with city employees about having to change the area on their property due to Mr. Shreffler not signing the easement.  He said he has not refused to do anything.  Shreffler has an issue of the city thinking of vacating Railroad Street, which at this time the city does not plan to do.  His second issue is several years ago employees of the city cleaned out the ditch and did it without any help from an engineer.  Shreffler would like this corrected.  Steve Shreffler asked Mayor Mitze what the city plans to do about the ditch area on his property to correct it.  Alderman Hiller wanted Mr. Shreffler to make something straight for him.  He wants the city to correct the ditch from the previous cleaning but does not want them to fix and close the ditch on his property.   Mayor Mitze stated he has wanted to see that ditch cleaned out and covered for several years.

 

Brett Thompson from the city stated the Wi-Fi equipment was installed at the library and is working well.  This equipment can be used the same hours the library is open.  Mayor Mitze asked about downtown.  Brett responded by saying if we get the grant by May 1st.

 

Student Advisor King said this week is the end of the third quarter.  Spring break is next week.  The Wise Team placed second in the sectionals.  The spring play will take place on April 4th and 5th and is called “Anything Goes”.

 

Alderman Corrie wanted to remind everyone of the Business Expo on April 22nd sponsored by the Monticello Chamber of Commerce.

 

Alderman Hayes announced Summer Ball registration is done.  The Recreation Department is currently accepting applications for summer help.  Applications may be picked up at and returned to the municipal building.  The insurance group received shocking news for city employees.  A 24% increase. 

 

In the Public Participation, Mr. Millington wanted to apologize for rambling about the ditch area.  Mayor Mitze accepted.

 

 

A motion was made by Alderman Hayes, seconded by Alderman Allman to go into Executive Session.  Motion Carried.

 

A motion was made by Alderman Kuetemeyer, seconded by Alderman Corrie to accept the contract for the Permanent Easement of Tract 1 and 2 as presented to us and was signed by David Monk and Heartland Pathways.  Motion Carried.

 

A motion was made by Alderman Hayes, seconded by Alderman Allman to adjourn at 8:44 P.M.
