MINUTES OF THE CITY COUNCIL MEETING OF November 23, 2009
The minutes of the regularly scheduled Monticello City Council Meeting of November 23, 2009 held in Council Chambers of the Municipal Building in Monticello, Piatt County, Illinois.

Mayor Corrie led the Council in the Pledge of Allegiance.
A motion was made by Alderman Eades, seconded by Alderman Mitze to approve the November 23, 2009 Claims Report and the Planning Commission Meeting Minutes from November 19, 2009. Motion Carried.
In the Mayors Report, Mayor Corrie stated that the first peace meal was served today at the new City Center.
In old business Alderman Mitze commented on the pot holes that had been filled. Also he stated that there were about nine to ten people that attended the peace meal while he was there.
In public participation Eric Wilber wanted to thank the council for the knowledge that he received while a Student Advisor on the City Council. He has used his experience while on the Student Government at Eastern Illinois University.
Richard Revell, Robert Marsh, and Becky Murdock all voice their concern about changing the zoning at 423 S. Independence from Single Family to Multi-Family.
A motion was made by Alderman Hayes, seconded by Alderman Kuetemeyer to approve Ordinance 2009-53. This is an ordinance that approves the $2,000,000 in Taxable General Obligation Bonds for the financing of the pool. Motion Carried.
A motion was made by Alderman Hayes, seconded by Alderman Kuetemeyer to approve Ordinance 2009-54. This is an ordinance that approves the $1,100,000 in Build America Bonds that the city will barrow and repay over 14 years. Motion Carried.
A motion was made by Alderman Brown, seconded by Alderman Cummings to approve Resolution 2009-55. This resolution was for a Conditional Use Permit to change 423 S Independence from a single family dwelling to a multi family dwelling. Motion did not carry and it will stay a single family dwelling.
In Alderman Reports, Alderman Hiller stated that there is a new toy store coming in to the old Bee Active Toy store. December 4th is he Holiday Lighting on the Square. December 5th at 11:30am is the Annual Christmas Parade and Santa’s Workshop is from Noon to 4pm.
Alderman Hayes read an Abraham Lincoln reading. December 4th from Noon to 5pm is the last day for brush drop off. Holiday Coloring contests need to be turned in by December 9th.
Council had a short discussion about the Tax Levy for next year.
A motion was made by Alderman Hayes, seconded by Alderman Cummings to adjourn at 9:07pm
