MINUTES OF THE CITY COUNCIL MEETING OF November 9, 2009
The minutes of the regularly scheduled Monticello City Council Meeting of November 9, 2009 held in Council Chambers of the Municipal Building in Monticello, Piatt County, Illinois.

Mayor Corrie led the Council in the Pledge of Allegiance.
A motion was made by Alderman Eades, seconded by Alderman Mitze to approve the City Council Minutes and Claims Reports.
In the Mayor’s Report, Mayor Corrie asked that the letters of comments or concerns have the persons name and address so that he can respond to those letters. He also stated that the wine and cheese tasting at First Friday had a good turnout. He reminded everyone that Wednesday is Veterans Day and would like everyone to show their support to past and current servicemen.
Chapin Rose presented Alderman Mitze with a plaque for his service in the community.
The City’s auditors attended and gave a report of the annual audit of the city.
A motion was made by Alderman Hayes, seconded by Alderman Mitze to approve Ordinance 2009-51. An ordinance approving the variance set backs on lots 512 and 514 Prairie Lane. The current set backs are 20 ft. and they are wanting it reduced to 14 ft. Motion Carried.
Discussion about the sanitary sewer rates continued. Superintendent Allsop provided some water and sewer bills that showed different types of water usage. The city is looking into changing the billing in a way to promote water conservation.
Discussion of the Middle School detention was also continued. Superintendent Allsop provided some slides that show the detention structures before and after the Middle School was built. It also showed the field drainage into this detention area, and showed that the school drained into its own detention area.
A motion was made by Alderman Hayes, seconded by Alderman Eades to approve Resolution 2009-52. A resolution awarding the contract for the swimming pool project. English Brothers Company, Champaign, IL presented the low bid out of three contractor bids submitted.
A motion was made by Alderman Mitze, seconded by Alderman Hiller to approve $2 million in bonds, as approved by the majority of voters at the spring referendum. Proceeds from the bonds will be used to fund 2/3 of the swimming pool project. Motion Carried.
A motion was made by Alderman Murdock, seconded by Alderman Eades to approve $1 million in debt certificates. Proceeds from the debt certificates will be used to fund the remaining 1/3 of the swimming pool project. Motion Carried
A motion was made by Alderman Mitze, seconded by Alderman Murdock to amend the motion made by Alderman Murdock. This motion states that the motion is to approve the $1 million in debt certificates and not $1.4 million. Motion Carried.
In Alderman’s Reports, Alderman Hayes read an Abraham Lincoln reading. The brush and yard waste drop off will be open through November from 8am to 5pm. Adult volleyball is on Sundays at Lincoln School from 2pm to 4pm. The 3rd Annual Holiday House Decorating will be December 8th. Wednesday is the Veterans Day Parade. The Bloodmobile will be at the Methodist Church November 3rd from noon to six.
Alderman Hiller stated the ribbon cutting at the bowling alley will be November 18. Christmas lighting on the square is December 4th. The Christmas Parade will be held on December 5th at 11:30am. December 5th and 6th is Santa’s workshop at the City Center.
Student Advisor Cravens said the football season has come to an end. The soccer team lost at Sectionals, and basketball and wrestling has started up.
A motion was made by Alderman Hayes, seconded by Alderman Eades to adjourn at 9:52pm.
